Founded in 2010 by artists Michael Prevost and Marc Tice, 13th Hour Tattoo has grown into a trusted Roseville studio known for its artistry and welcoming atmosphere. Now settled into their permanent Gratiot Ave location, the shop brings together a diverse team—from seasoned veterans like Michael, Marc, and Rob O’Banion to rising talents like Stacie Joy, Stephanie Latham, Gabby Dimercurio-Sebastian, and Charlie Shafer—offering clients high-quality custom tattoos, flash designs, and piercings in a creative, professional environment.


Our Artists

Michael Prevost

Michael Prevost, one of the owners of 13th Hour Tattoos, has been in the industry for over two decades. With a background in fine art from the Art Institute of Pittsburgh, Michael brings a unique perspective to the tattoo world. His passion for tattoos is as fierce as his love for heavy metal. When it comes to tattoo styles, Michael has a deep appreciation for the macabre, inspired by horror movies, heavy metal, and all things dark and twisted. From Star Wars and comic books, to skulls and demons, his tattoos are bold, colorful, and unforgettable.

Marc Tice

Marc Tice, one of the owners of 13th Hour Tattoos, is a lifelong artist who has worked in a variety of mediums including pen and ink, oil and acrylic painting, as well as 2D and 3D computer design and graphic art. Marc's tattoos are inspired by his broad range of artistic influences, including graphic art, pop culture, and neo-traditional tattoo designs. He specializes in black and gray, illustrative, and fine-line pieces, and he is always happy to work with clients to develop custom designs that reflect their individual styles and personality.

Rob O'Banion

Rob O'Banion is a seasoned tattoo artist with an impressive career spanning over 35 years. Renowned for his mastery of both black and grey and vibrant color pieces, Rob brings a dynamic and versatile approach to his craft.Drawing inspiration from his eclectic interests, his tattoos exude raw energy and edginess, reflecting the rebellious spirit and vibrant subcultures that have influenced him throughout his life.

Stacie Joy

Stacie Joy is a talented tattoo artist who embarked on her professional journey after successfully completing her apprenticeship four years ago. With a passion for fine line and micro tattoos, Stacie has mastered the art of creating intricate and detailed designs with crisp, clean, and precise lines.Drawing from her background in digital art, Stacie brings a unique perspective to her tattooing. She seamlessly translates her skills in digital design to the realm of tattoo artistry, ensuring that every line and detail is meticulously executed. Her dedication to perfection is evident in the flawless quality of her work.

Stephanie Latham

Stephanie Latham began her journey as a tattoo artist as an apprentice in 2021 and is always eager to learn and grow as an artist. With a deep passion for the art of tattooing, Stephanie brings her artistic flair and enthusiasm to every project she undertakes.With a background in fine arts and a love for nature, Stephanie finds inspiration in botanical and animal themes. She has focused on oil painting, portraits, and realism, along with beautiful art installations. She enjoys exploring various tattoo styles, including blackwork and illustrative designs. Her goal is to create tattoos that not only capture the essence of her clients' visions but also stand as beautiful and meaningful pieces of art.

Gabby Dimercurio

At just 21 years old, she's already making waves in the tattoo world, and you can follow her artistic journey on Instagram at @druul.z. She draws inspiration from the likes of Midwest Phil, Court Mello, Jonathan Love, and the master of the surreal, Zdzistaw Beksinski. Her tattoo designs are a fusion of their artistic essence, resulting in pieces that are both mesmerizing and unique with a traditional vibe.


Charlie Shafer

Charlie Shafer is our newest member but he’s been pursuing tattooing since he was just 13! After working in various shops and honing his skill he’s joined us to bring his well rounded catalog of multiple styles and influences to the table. He loves to tattoo anything from black and grey to full color and traditional to realism. Give him a challenge!

Keep the bandage on for the recommended time (non-stick: at least 2 hours; Saniderm/Tegaderm: up to 3 days unless irritation occurs).

Wash your hands first, then gently clean your tattoo 2–3 times a day with mild antibacterial soap and warm water. Pat dry — never rub.

Apply a thin layer of fragrance-free lotion to keep the area lightly moisturized.

Avoid sun exposure, swimming, soaking, or hot tubs for at least 2–3 weeks.

Some peeling or light scabbing is normal — don’t pick or scratch.

Follow any specific instructions from your artist.

Some initial redness, swelling, or tenderness is normal.

Clean your piercing 2–3 times daily using packaged sterile saline (.09% sodium chloride). Avoid mixing homemade salt solutions.

Wash your hands before touching the piercing, and do not twist or rotate the jewelry.

Pat dry with clean disposable paper products — avoid cloth towels.

Avoid submerging in pools, lakes, hot tubs, or any unclean water during healing.

Keep bedding clean, avoid friction, and don’t apply alcohol, peroxide, ointments, or harsh products.

Healing happens from the outside in — be patient and continue cleaning for the full recommended period.

We offer piercing services for minors with specific age restrictions and documentation requirements to ensure safety and legal compliance.

Earlobe piercings: ages 10+
Nose, septum & cartilage piercings: ages 14+

Acceptable Forms of Identification Include:

Parent must present one:
Driver’s License, State ID, Military ID, or U.S. Passport/Passport Card

Minor must present BOTH:
Birth Certificate AND one of the following:
Current Student ID, State ID, College ID, or Passport/Passport Card

Each time a service is performed, a new client release and ID copy must be made.
